I used to use a SLR camera in Bali and was washed out sometimes because of the sun directly overhead. Try taking pictures in the morning or late afternoon. Failing that, you can use UV filters or polarising filter on your lens which reduces hazey pictures and brings out the colour. You could also fit a lens hood to shade the lens face. I think I used to use a 200 speed film but a 400 is good if you will be using flash photography also. I am sorry if I am wrong because I've been using a point and shoot digital camera for several years now and can't remember too much.
