While it is not written in stone it does happen. Probably comes down to whoever is working on the counters at the time and whether they can be bothered with the extra work.
But saying all that both my sister (with a 14 month old) and friend (6 & 1/2 months preganent) both were pulled from the line and taken to a new counter in April. On our trip in October as well a couple with kids in front of us were also pulled and taken to an empty counter.
