The best snorkeling I've seen in Bali is in the Amed area and I always stay there for a few days. It's good in front of the Vienna Beach Hotel, particularly when the rise and fall of the tide is at its least. The Blue Lagoon at Padang Bai is also good, as long as you get there before the waves pick up a bit. In the wet season the water clarity can be affected by heavy rain carrying debris into the ocean. Both of these places are a full day trip.
I always take my own mask, snorkel and flippers. Your own mask will probably fit you better and you know whose mouth your own snorkel has been in. Maybe just a personal preference.
