It is just like your bank credit card. Put it into atm, you should have got a pin number with it, follow the promps and withdraw cash in the currency where you are. It will give you the balance in that currency, so know how to convert. It should also go into any atms, check the cashcard website out and it will give you addresses on where abouts all the atms in Bali are, depends on where you are staying.
