Drivers are always cheaper - Guides you always pay a bit more for, yet you get much more in return. Guides have to be registered and they more than likely have licensed (to carry people for tours) mini bus or vans or cars. IF you have any problems - you can report them and they will loose their guide registration.

Guides have to have a min knowledge of history, culture and place locations (they sit for a test run by the government). You will also find they have a better grasp of the English language.

It gets back to the saying "you get what you pay for".
Pay peanuts ~ you get monkeys (simple equation).

I would (and always do) use a registered and licensed Guide.
