I think the 14th is like New years eve and the 15th is new years day.
Since Indonesia is a secular state, they celebrate all holidays of the five official religions, and Idul Fitri is a national holiday, which means government offices will probably be closed on Bali.
If you're planning to travel somewhere else in Indonesia during this time, allow extra time if going by road, and be prepared for hotels/flights to be booked solid, or prices to be higher.
