The art galleries around Ubud will cost you,.... and unless you know something about Art and in particular Indonesian art,...you could find yourself paying a high price at a gallery for something you could buy direct from a local artist or at a small local shop much cheaper.
Sukawati market that has been suggested is a good place for those with little knowledge of the local art,.... if taking a local driver there, make sure he doesn't follow you while you're buying as he will get commission.
If just interested in trying your luck in Ubud only, try any of the smaller local shop that sell a variety of local crafts including paintings,.... monkey forest road also JL Hanoman did have a couple of local artists with small shops
