We stay next door at Puri Raja and change money (cash Aus$) at the hotel for about the same rate as outside without the worry of being ripped off. Your hotel may change money for a similar rate. Calculate how much more you "May" get at the moneychanger and whether it is worth it to use them or have the peace of mind that you will not be cheated in your hotel.
