Yes, you are correct at one point: The goal of education in Indonesia is to promote intelligence among people so that more and more skillful workers will be available which in turn will make them getting nicer jobs, higher standard of living, brighter future.
We share the point, but it's not easy to get there.
Let me assume you were an official in charge of a rich country which planned to give a grant for educational purpose to Indonesian government.I would suggest you that a consideration should be taken in who was the man behind the head office table in Indonesian Dept. of Education. You ought to know under what flag he is, because some flags have not-so-good influences in decision-making. Of course you should always know where and how the money flows etc.
Unlike Bush administration where he put his own men on the cabinet, SBY and Megawati's cabinets consisted of representatives of mayor political fractions.Each fraction has its allocated positions in cabinet. This explained a habitual inefficiency of such a government.

BTW, a government never imports skilled labours, except for educating its citizen. The foreign investors did, they brought its skilled labour to its target country.
The trend in 21th century is that the Multinational company are not bringing its home-based skilled workers anymore, instead they outsourcing their company, using local skilled workers to cut expenses.
