We had no problems with waiting for Visa, that was the quickest part of getting through the airport. Going through the passport check and customs was the longest time. I don't think you need to worry about getting the VIP VOA as once you get of the plane you go into Bali time. Just a little tip, if you are taking any alcohol in your luggage, when you get your luggage from the carousel it will be marked with chalk and so this is how they know and yes, you can either let them have it or you may pay a little and keep it.
