It's not a Third-world country. If it were, people would be complaining about a lot more than the toilets and the chichaks (which most people mistakenly call geckos -- of course, occasionally you get both).
Things like that add to the pricelessness of the place though... like the time I saw a rat chasing a cat in Jakarta.
Some things that are initially annoying (like the hello meesters, and constant short-changing) can actually become amusing, though probably not endearing.
Other things (like all the fake smiles and scam-artists) unambiguously detract from the experience. And it's worth mentioning them occasionally to help steer people away from them and towards the many things about Bali that are so delightful they can only be ruined by experiencing them with a bad attitude.
