I've stayed at Mimpi. Nice hotel catering mainly for scuba divers. No beach as we think it, just slippery black boulders left over from the 1963 Agung eruption, which reached the ocean in that area.

In Amed have stayed at Hidden Paradise, Coral View and Vienna Beach. As Tinggading has said, best snorkeling in front of Vienna. I have only been in that area in August/September and I have been told that the sand moves around with the seasons and that may affect the snorkeling. Anyone know? The snorkeling is likely to be better at the times of least rise and fall of the tide.

As an option to Tinggading's suggestion, you can stay at Vienna and buy a meal or drinks at Coral View and use their pool. I like the look of Peter Mack's suggestion and will check it out next trip.

Candi Dasa has no really good snorkeling to my knowledge without travelling.
