Yes you can swim in the ocean there. It is quiet because of the reef.
GGBR has only 15 rooms which are a good size but aren't bungalows. I don't know of any bungalows along that stretch of Tuban beach (assuming by bubgalow you mean a freestanding cottage/villa type thing. Certainly not in the same price range as GGBR. Bali garden has one family villa. BG is much closer to Kuta and the sea a little rougher but still somewhat sheltered.
