Blacky.....the Chef!

Can anyone tell me where exactly to find Blacky the Chef. Apparently he is famous for his fresh seafood. Friends have told me whatever I do.......find Blacky. They were told the same when they went and thought it was a restaurant, but found out it is actually a chef/cook. Last time they found him he was around Tanah Lot.

Does anyone know of him?
