I reported about those fairy dresses a while back. I found them in Jl Double Six close to the Jl Legian end. It's on the left hand side as you head away from Jl Legian toward the beach. Only a small shop and about the only things she sells are the fairy dresses which she makes herself.
I paid Rp30,000 each for 3 dresses and Rp10,000 each for tulle head garlands.
She usually charges a bit more if you only buy one, but we got the price down as I bought 3 and a friend that was with me bought 10.
You can get fairy dresses cheaper in the markets, but the quality difference is huge and the difference only amounts to $1-2 anyway.
