If you are calling from your hotel, they may have an "administrative" charge (usually a couple of thousand rupiah). Otherwise, the easiest thing to do is you need to find special public telephones where you can key in two digit numbers for your country of choice. This will connect you to an operator within your chosen country, who can then complete the call for you. The Australian Consulate-General has one of these phones - I believe they are also available in Kuta, Airport, etc.
