There are no such Certificate as "change of name" anymore. This is a very recent change. To change your name (in Vic anyhow) they distroy your original birth certificate and issue you with a new Birth certificate. I actually don't see how this procedure will help get rid of terrorists though. They told me that on the phone, their phone recordings also say this and so does their Web site. It seems some of the other sites (DFAT and Passports) are a little behind. The place where the new certificates are issued are the only ones with this info and unfortunately I have to beleive them as they are the ones who will issue it. (If this makes sense.)
