Not sure if this helps much or not...
My Father has MS & although not Wheel chair bound yet, he cannot walk well or far.
The first time he visited me in Bali he used to just jump on the back of a motorbike & get dropped off wherever Mum & I were going to walk too & he'd have a few drinks whilst waiting. Last year he did not come for our Balinese wedding as he really get's knocked around from the heat. But I guess he could do the same & organise transport like a motorbike for getting around without the chair.
There were a couple places I have read about yet cannot recall names that were wheelchair friendly...
Maybe ask the question on this link & Nick could check it out for you & probably give you the latest info/updates!!!! GOOD LUCK, I think the guy is a GEM!
