You'll get a much better rate than you could ever get in England. It is always much better to exchange your money in the country you are visiting than at your bank back in your home country, which take BIG commissions.
The banks at the airport give you an exchange which is so close to the rates in town that you wont feel the difference, unless you are changing thousands of pounds.
Yes, you should get US$25.00 in England, If you buy $25.00 in Bali, using British pounds, first you will waste time (remember you long trip from England?), you will lose buying rupias from pounds and then bying dollars from rupias (That's how the Indonesian bank will perform the transaction)
