Indeed, Burti. This whole dressing up/down thing is an Australian problem.
For a decent Bali restaurant, I'd wear long trousers and at least a hanging-out, Hawaian-type shirt with a collar. And shoes.
Mind you, I walk regularly in a Perth lawn cemetery. I am often saddened to see people attending funerals who are wearing shorts, a T shirt and thongs. Shows a total lack of manners, standards and respect.
