The Bali Garden Hotel would satisfy your needs in a 'good, 3 star' way.
There is Santika, Dynasty, Kartika Plaza and Kuta Paradiso, then further along opposite the Hard Rock Cafe is Inna Kuta. No more Hotels are beachfront until Legian area, Legian Beach Hotel, Mandira Hotel, Padma Hotel....
Depends on how much you are prepared to pay for 'great'.
I personally think that the only food to eat at the Hotel is at breakfast, as its often included in packages and the occasional snack around the pool and all other meals in restaurants around the area. In house Hotel restaurants are usually considerably more expensive and you get to feel the different culture if you adventure out.
