The quality is improved if the movie being copyied is from another DVD (which usually means the movie is not so new). No compression has to be done. ie. the whole DL DVD can be copyied to a blank.
-If the DVD is a new release, that has been filmed via handy cam, then yeah, DL DVDs won't help much.
