Travel agents buy a certain amount of seats. When they run out they run out.
Another agent buys a certain amount of seats. They may not have sold all of theirs.
They first agent would gain nothing by telling you to go to another agent. They would try to get you to go on the dates that they have seats.
It's the same with all airlines.
