We went to Bali with a 4 year old and just took our collapsible stroller. It handled the roads etc fine. In a few places we had to pick it up but this wasn't often.
I am more concerned this time around with the roadworks but we'll manage. By the time you go next year it should be much better.
Someone mentioned back pack for baby - this is a good idea altho you will have to be more vigilant about the sun and of course the heat with little one snugled in thick material.
