that is involved in getting a sellers licence...if wanting to sell on the beach, you must apply to the government...which is issuing fewer and fewer licences these days, and if a seller has let a licence go, it is also not simple to get it reinstated...the sellers must pay quarterly for the licence, also they must have a new ID done every few months, and the further away from their selling location they live, the more their licence costs them each quarter...it is my understanding that the government would really like to do away with beach sellers, as too many is annoying for the tourist that are trying to relax...in 1998, you could not walk down the beach or the street with out being followed by the sellers, the streets and the beach were inindated ...so that is why it is so controllled these days,.also the selling areas for the sellers is very restrictive...
