Kuta reef is accessed by boat for 20000rp - 30000rp. Boats leave the beachfront from anywhere between say Ramada Bintang Bali Hi Hotels in Tuban. Either walk there or taxi to Jl Wana Segara. The boat takes you out, tell them how long you want to surf and they come and collect. Surf is generally much better than and more predictable than the beach breaks. Very enjoyable.
