if you might have read or seen Peter Hughes book about the Bali bombing? One paragraph which devastated me was when he walked down poppies 2 to try and get to his hotel, people staring, didn't help him. The reason apparently is they didn't know what to do, neither would I but I should have helped him, many many Balinese did help in millions of ways but those who didn't know how to help watched.
Balinese like Taiwanese don't swim much. I am sorry this is the only thing I can think of. They don't know what to do so do nothing.
