As so many of the nicest hotels in Bali have direct beach frontage, it is fairly common to have people wandering through to "check out" the amenities. We have done this on a number of occasions and have never had any difficulty, so as long as you wern't drawing attention to yourselves, I can't see a problem (probably wouldn't try it at the Four Seasons though, although I know others who have with no problem) Things seem to be a bit more controlled over at Nusa Dua, but if you are over that way, go up the road to Tanjung Benoa and try the Novotel or the Grand Mirage, both are very nice settings.
The Intercon has 2 magnificent main pools and a second area reserved for "Club guests" (probably wouldn't try this one!) The spa there is really worth going to, and I am fairly sure that it is open to the public also.
We had lunch up at the Pita Maha at Ubud a few years ago (stunning setting) and asked if we could use the (deserted) pool, but were politely refused... so my advice... act as if you own the place, and wait till someone asks you to leave!!
