You should never pay anything for using an ATM, besides the bank's 1% charge.

If you travel much you definitely want to have an ATM tied to your checking account that doesn't charge anything extra for withdrawals no matter where you make them. In the US many of the larger banks want to add on $2 or more - it may take a little shopping to find one that doesn't but it's far from impossible. They usually have nothing to do with Visa or M/C - just an ATM card with a Plus or Cirrus or some network logo.

By the way it hasn't been discussed here recently, but some of the credit cards like Citibank have started taking 3% on overseas transactions. They used to take 1% the same as ATM transactions. If it matters to you, ask your c/c company how much they charge (or read all those fine-print notices they put in with your bill and hope you ignore.)
