You will have no trouble arranging car rental through your Hotels service desk, with one of the major hire companies (Avis, Hertz etc.) rates on a small Suzuki etc. are around $30US per day.
Within a short walk of your hotel are a number of "private" rental companies with vehicles at around $10US per day. Make sure that the vehicle is registered for hire purposes as insurance will be void if it is not. Check the vehicle thoroughly before leaving and note any defects. You MUST have an international drivers licence and carry it at all times. If this is your first time in Bali, I suggest using a driver for a few days to familiarise yourself with the layout of the place before deciding to "go it alone"
Driving yourself is a great way to get around Bali but is certainly not for everyone!!
