There is a difference between required vaccinations to enter a country and vaccinations that are recommended for travel to that area.
Indonesia is trying to keep Yellow Fever out , hence the requirement for Yellow Fever if one comes from a country where it is present.That is their law.
On the other hand travelers trying to keep themselves healthy will voluntarily take vaccinations to prevent getting certain diseases that are present in the countries they visit, ie Hep A in SEA. This is entirely up to the traveler.
