If you are talking really budget, when I stayed in Kuta after living in Java for 5 months I managed on a pretty tight budget. On Poppies Gang II there are a number of really cheap losmen if you go up the gang to the right of the Barong Hotel. They are 40,000rp a night for a double. The first one I stayed at was the Suka Beach Inn which was OK but had its down points (think bed bugs...). The one next door The Beneyasa was nicer and the same price.
But my best money saving tip is - learn the language and how to ask for the non-tourist price!
