one month ago,I went up to the top of mount batur. I startet in Toya Bunkgkah. I had big hassle with the guides. They told me, I had to take one of their guides. At least,I took another guide and payed 50000rp. To go up to the top it took me about 2 hours,down about 1 hour. I went about 10 o'clock, so it was rather hot. I met young woman from australia. she got sick of the height, so she went back half way up to the top.
I saw also a group of 3 belgium, they did the tour by themselves. So, I think its not forbidden to climb up, but be aware of the weather. There can be fog and then it could be dangerous.
