When we were in Bali in May this year we purchased a couple of those outlandish floral shirts as requested by our kids.
We paid 15,000Rp for small and 20,000Rp for extra large at the Kuta markets
If you purchase them all from the same shop you should be able to barter a "Special ,buying heaps ,morning ,not so hot today rate"

@ 15,000 ea
23 of them should cost you around $76.60C AUS ( 346,667 Rupiah )
@ 20,000 ea
23 of them = $102.15 Australian Dollar OR 460,000 Rupiah
If you arent confident Bartering and if you are in Sanur Can i suggest you try a shop that we visited that has very cheap "set" prices...If she dosent have everything in stock she will get it for you. If you arent in Sanur it's worth a day visit just to have a look around this area of Bali.

Expect to be mobbed by the shop vendours as you walk into the market they will chat and walk with you for quite some time and at the end they will try and lure you into their shops saying you prommised just to have a look...stay firm and just head to "Toot Sie's"
I believe there is another shop , No 18 from memory , that also doesnt Barter , however I havent been there.
