Yes, it is budget, but there are better budget places. Terrible bathrooms, everything was falling apart. There are some new rooms but I wouldn't risk it.
For a good budget hotel, try the Kuta Beach Club on Jalan Bakung Sari. Closer to Kuta. I'm not too sure on prices and all that, but they have just put in a new pool and put fridges and tv's in all rooms.
If you are a Melbournian, check the overseas travel section in the Herald-Sun, and call up South Yarra Travel. VERY good deals.
