My boyfriend and i are just back from the Ramada Bintang 2 days ago (and wishing we were still there!). It's a great hotel, about 20 mins walk from the centre of Kuta if you don't stop to shop, eat, etc on the way.
A good place for breakfast is Metro 77X (?) Sunset Strip Cafe on the same side as the hotel towards Kuta (not far). All Star Cafe at Kuta Centre is also good, but a bit more pricey.
I haven't heard of the 2 restaurants you mentioned, but if you like authentic Indonesian cuisine, try Ketupat on Jl. Legian.
Over the 2 weeks we were there we were getting between 4300 - 4450 for $A1. We always changed our money at the Kodak shop not far up Jl. Kartika Plaza (again same side as hotel). Everything is so cheap in comparison to Australia, except for the hotel prices (eg. minibar). We just stocked up from the supermarket.
