When we were there for Galungan in 1994, very little was open and there were not many people around in Sanur where we were staying, but we managed to hire a car for a day out, to amuse ourselves. You may have trouble hiring a vehicle with a driver, as 'traveler' mentioned most of the Balinese go home to their village for the first day of the holiday and there is not much of anything available for that day, but everything seems to return pretty much back to normal after that. Maybe you could travel the day before or after Galungan (June 9th). But I'm sure you would find some way of getting there on that day if it is essential.
