I have just returned from Bali and have been to Thailand twice. The diving around places in Thailand like Kho Tao for example, is better than anything i have experienced around Bali. The advantages of Thailand (for diving) is that you have the option of doing an international diving course for a snippet of the prices back home.
Generally if you are not into surfing, i can recommend Thailand strongly. They also only make good food. There are more beaches on the Thai islands (Kho Tao, Kho Pangan, Ko Samui, Kho Phi-Phi etc., and they are more mellow. Accomodation is cheap and the vibe is cool.
