I went to two gong makers in Bali in November, one just outside Ubud and the other more towards the east coast (Klungkung?). The one outside Ubud is nice to go to because the foundry is right there and you can observe craftsmen making gamelon instruments. There are plenty of gongs there -- we wanted to ship two large gongs home to San Diego, but there was little negotiating room. Our driver took us to another place that was run be a very extended family member, and we were able to get the gongs we wanted at a good price. I think we paid under $500 for two 32" gongs.
Any driver will know of the one in Ubud. For the other, you need to talk to Wayan, a waiter at Laka Leke, a restaurant in Nyuhkuning Village right outside of Ubud.
