I suggest trying the Bali Legend Restaurant in Jl. Menuh, a side street off Melasti Street. Last year when we were there they had an enormous seafood basket for 16,000rp which was only AUD$2 at the time! Of course the exchange rate isn't as good now but it still should be cheap and taste just as delicious!!
