In kuta you can hail a taxi - but more likely they'll hail you! Some also are regularly standing outside Mata Hari supermarket. ALWAYS ask "Do you have a meter?" BEFORE getting in. If they say it's broken or try to strike a deal, just walk away and look for another. We found the ones outside Mata Hari particularly unwilling to use their meters and many are prepared to wait for a tourist who will pay their inflated flat rate. Bear in mind, though, that the flat rate is a pitance compared to what you would pay for a similar taxi trip in most major cities in the western world, and remember flat rates are negotiable (if you're up to it).
