Yes insist on the driver turning on the meter. You will find that many will try just about anything not to do this. An often used excuse is "Meter is broke". What ever excuse they give you, say that you will not pay if he doesn't turn on the meter (you're probably half way to your destination by now). If this has no effect, order him to stop so you can get out...it's quite miraculous how the meter manages to fix itself at this point.
