I have absolutely no idea who you would see to organise a private ceremony - are you talking you personally? or in general? I very much doubt that you personally could have private ceremony unless you are Hindu. In villages the desa chiefs & banjar heads are responsible for the organising of events. As far as recognising private/public ceremonies, there are many guides who, as has been mentioned, attach themselves to you - they are a wealth of info. Besakih is not 1 temple it is a cluster of temples, & I believe there is one representing each of the different Balinese states. Apparently at the full moon of the 4th month the Rajas of Bali make offerings for all the Balinese.
