I don't know about the general practice in Bali. But generally in the restaurant trade this seems to be the norm, ie: that the tips get pooled, I see nothing wrong with it. If all the staff pull their weight and give the same standard of service, then everybody stands to gain. I'm sure that if someone on the staff is not giving the same standard of service, they pretty soon won't be there. Either because their bosses don't want them there or there fellow staff don't want them there because they aren't earning the same amount of tip.
