You can buy perfumes in the department stores like Matahari's for fair prices but I would recommend getting it duty free in your own country personally. Don't buy off the hawkers as I've heard its nothing but rubbish. Makeup is cheap, I got Revlon colourstay for 65,000 rupiah which worked out around $11 AUD or a $15 dollar saving compared to home prices.
