Legian and Kuta run together now so you won't escape the crowds unless you venture farther away. But yes either Legian or Kuta are close enough to walk to the surf. If you son is fairly skilled as a surfer he will definitely want to get out of kuta/legian and try the world class spots that are located around the southern peninsula (the bukit). Email me if you need details. The only drawback is these surf spots require skill as they can be dangerous (reef and currents) and they can get big.
