There is plenty of accommodation for around that price, of course with the fluctuation of the $$ it will vary and never were there any pests!! . Are you talking US$ or A$. Anyway, whenever I travel it seems to be on a strict budget. So I always stay at lesser luxurious places - prices varying from Rp15,000 - Rp50,000 (that's between A$3-$10) and this ALWAYS included breakfast. Cleanliness is always a No. 1 priority. Western toilet the next, closely followed by fan. Phones weren't an option as with mini-bars and room service on-call.
If you'd like to email me, I can give you some names in Ubud and one in Legian. Most of the names I can give you in Ubud are in quiet locations, yet close to town.
