If you're happy to stay where the best diving is, suggest you look at Pemuteran and Amed - do a forum search for these areas and you should find some useful info. By happy coincidence, because these two places are not major tourist hotspots, they are also more reasonably priced. From here you can access the dive sites around Menjangan Island via easy day trips rather than driving for miles. Lovina would be the nearest mainstream tourist place otherwise.
Agree with Mitch that Tulamban should definitely be on your list of places to go, and it is best accessed from the North coast too, or else Candi Dasa in the east. It's a good 2 hours drive from Ubud, possibly a bit more, and about 3 hours from the resorts in the South like Kuta and Nusa Dua. Brilliant tame fish though - they will eat out of your hand and let you touch them if you've got food, and it is a very easy shore dive.
