Forget about Lovina. It was nice 10 - 15 years ago! And there has never been any diving there. The best diving spots in Bali are in Pemuteran (West Bali,) Tulamben, and Nusa Penida. Pulau Menjangan used to be the TOP place, but too many careless divers and guides have deteriorated the spot.

In Pemuteran, there are 2 hotels, Taman Sari,Pondok Sari. Few hundred yards east is Reef Seen Aquatic Center, run by Chris Brown. Taman Sari has its own Arkipelago dive Center. There are about 5 diving spots in the bay of Pemuteran, which are the exclusive dive spots of these 2 centers.

In Telamben, several very nice hotels to stay. Dive the reck of the "Liberty."

In Nusa Penida, you must be good divers, and have a good guide. Conditions change rapidely (currents)
