The best rate I found last week was upstairs in the departure lounge at the (only) currency exchange counter. Most of the shops were offering Rp5000 per US dollar; Ubud was around Rp7450; at the exchange counter I got Rp8099 (This was on Sunday). It doesn't help much during your stay, but if you insist on buying in the airport shops (or you get hungry waiting for your flight) it can save you a bit of change.
